| The 18th ICV was held in Victoria, BC, Canada in August 1999. The flag incorprates elements from the flags of the Canadian and American flag organizations who co-hosted the Congress. The wavy lines reflect Victoria's connections with the sea (the Pacific fleet of the Canadian Navy is based there). | |
